I have been testing around with different grass/tree mods, graphical settings, enb and no enb, texture mods and no textures mods. There is no way to maintain 60 fps or even 55fps when using tree mods, enb and textures. I have almost exactly same specs except a 2700x vs your 2600. Good specs for skyrim se are a i9 9900k and 2080/2080ti.
